Acceptable use policy
What cards managed through Pepe Pay may not be used for, and what happens when the rules are broken. Card networks and the issuing provider apply their own restrictions on top of this policy.
Version 1.7 · applies from publication

1. The principle
Using a card issued through Pepe Pay means three separate sets of rules apply at once:
- the law where you live and where the card provider operates;
- the card network’s and provider’s rules, which decide which transactions may be processed at all;
- the terms of the service, merchant or advertising platform you are paying.
You are responsible for meeting all three. A transaction that a network blocks is not a Pepe Pay decision, and a transaction that a platform bans is not made acceptable by the card working.
2. Prohibited uses
Cards managed through Pepe Pay may not be used for:
- anything unlawful where you are, where the provider operates, or where the merchant is;
- fraud of any kind, including stolen funds or card data, identity fraud, and deliberate chargeback or refund abuse;
- money laundering, terrorist financing, or the transfer of proceeds of crime;
- transactions involving persons, entities, sectors or regions subject to sanctions, or any attempt to conceal such a transaction;
- unlicensed financial services, including money transmission, currency exchange, and lending to third parties through the cards;
- gambling where it is unlicensed, where the provider restricts it, or where the network blocks it;
- adult content or services where they are restricted by law, by the card network or by the provider;
- controlled or illegal substances, prescription medicines, weapons, ammunition and related goods;
- counterfeit goods and other infringements of intellectual property;
- subscription, trial and referral abuse — including creating accounts or charges designed to exploit refund or trial mechanics;
- sharing your Telegram account, Pepe Pay sign-in, one-time sign-in codes or card-provider portal credentials with anyone, or letting another person use your account;
- lending, renting or reselling a card or card access to anyone outside the in-app Teams grant described in section 3, or funding accounts that are not yours;
This list is not exhaustive. The provider and the card networks may restrict additional categories, and may decline a transaction that this list does not mention.
3. Card sharing through Teams
Teams is the only way to let another person use a card. A card owner can add a signed-in Pepe Pay account to a team, or give that person a single-use invitation link to the team, and share a card they own with that team. While the membership and grant remain active, that member can see the shared card’s balance, status, limits and card activity, open its card credentials, static 3-D Secure password and 3-D Secure codes inside Pepe Pay, and pay with the card.
An invitation link is a single-use key for one team and expires. Give it only to the person you intend to add, and revoke it if it may have leaked. The person who accepts it signs in with their own Telegram account; the owner should confirm that the account shown in the team is the intended person.
A Teams grant does not transfer ownership. The owner keeps ownership of the card and wallet balance, and remains responsible for funding, fees, chargebacks, card controls, billing and the paid-service exit, and receives automatic 3-D Secure notifications. A member cannot fund the card, change its controls or manage its billing.
Removing a member, revoking a card from a team, or deleting or leaving a team ends future access through that team only; access through another team may remain. Credentials or codes already copied, photographed or entered at a merchant cannot be recalled, and a payment method saved by a merchant outside Pepe Pay can keep charging the card until it is blocked or the merchant is updated.
Team membership, invitation, card-grant and revocation events, and member credential-open and 3DS-code-open events, are added to the team’s activity record. Card numbers, CVV, static passwords, codes and invitation tokens are never recorded there.
A Teams grant is not account sharing and does not create a provider account. It never gives anyone your Telegram account, Pepe Pay sign-in, card-provider portal access or the right to resell card access. Selling or renting card access or a team membership outside this feature is prohibited.
4. Platform rules and no circumvention
- Paying a platform — an advertising platform, a store, a service — is subject to that platform’s own rules. Their enforcement, their bans and their payment policies apply to you.
- Do not misrepresent your identity, location or business to a merchant or platform in order to pay with a card, and do not use the service to evade a ban, a geographic restriction or a payment block imposed on you elsewhere.
- Do not split accounts, cards or identities to stay under limits, to avoid verification, or to continue after a restriction.
5. The Services & Advertising card: permitted merchant categories
The card product offered in the current build is Services & Advertising: a USD card for digital services and legitimate advertising. The issuing bank processes only the merchant categories below, and declines every other category inside the card regardless of the card’s balance. A permitted category does not guarantee that a particular merchant accepts the card.

Advertising is allowed inside these categories, and the advertising platform’s own policies still apply: you may not fund campaigns or categories that platform prohibits, and you may not use a card to pay for anything listed in section 2.
The cards do not support Apple Pay or Google Pay, and they are not a general-purpose consumer card: a category that is not on the list above is declined by the issuer, and Pepe Pay cannot make it go through.
6. Verification and information
- Where the card provider asks for identity information or documents, give accurate information. Do not submit documents that are not yours, or altered in any way.
- Do not impersonate another person, or use an account that belongs to someone else. A Teams grant lets you use a card that stays in the owner’s account; it does not make that account yours.
- Do not present a Teams membership or a shared card as your own provider account or completed provider verification. Pepe Pay does not claim that the provider has verified every Pepe Pay account holder.
- Report promptly anything that suggests your account or cards are being used without your authorisation.
7. What happens when this policy is broken
- A card request may be declined, and a transaction may be blocked.
- Cards may be frozen or blocked, and an account may be suspended. Where the issuing provider supports closing a card, a card may also be closed.
- A Teams grant may be revoked, and a member may be removed from a team.
- Balance held on a suspended account is handled according to the card provider’s rules and applicable law — including where restrictions prevent releasing funds.
- Where the law requires it, the matter may be reported to the competent authorities.
- Closure for a breach of this policy does not create a refund of fees already charged for cards that were issued.
8. Reporting a violation
If you believe the service is being used to break these rules, report it through the channel on the contact page with what you observed and any identifiers you can legitimately provide. Good-faith reports are welcome.
9. Changes to this policy
This policy is versioned and dated at the top of the page. Material changes are announced in the Telegram bot before they take effect. Continuing to use the service means accepting the updated policy; if it conflicts with the card network’s or the provider’s rules, those rules decide.
